The ten Vice-Chancellors of participating countries to Union of South American Nations (Unasur) ratified on March 17 in Asunción, Paraguay, the investment program of US$ 10 million from the budget allocated to the region for 2012. The idea is to expand the integration between countries and stimulate internal development. The priorities are the areas of health, defense, infrastructure, including roads, railways, and navigability of the rivers aimed at enhancing interregional trade. Brazil has committed to pass on 39% of the overall budget as from 2013. The decision was based on the Brazilian initiative adopted for the Haitian Fund, through which the Government of Brazil has donated approximately 40% of the total resources of the region to assist in reconstruction and humanitarian aid in the country. In the discussions, the Foreign Ministers ratified the decision to establish specific bodies for health and protection, which will work in Rio de Janeiro and in Buenos Aires, Argentina. The South American Health Institute will be in Rio, and will be responsible for managing regular public campaigns in the region. In Buenos Aires, the Center of Strategic Defense has already begun the first works, which have among its priorities the fight against drug trafficking. Created in 2008, Unasur is formed by: Argentina, Bolivia, Brazil, Colombia, Chile, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay and Venezuela. According to the Ministry of Foreign Affairs, the Itamaraty, the commercial exchange between the countries that integrate the Unasur quadrupled over the past decade, increasing from US$ 19 billion in 2001 to US$ 76 billion last year. In 2011, Brazil exported to South America a total of US$ 45 billion and imported US$ 31 billion.
